Directorate of Finance & Accounts
The Directorate of Finance & Accounts is the financial backbone of NSSEC, responsible for the planning, management, control, and reporting of all financial resources entrusted to the Commission. It ensures that public funds are disbursed strictly in accordance with the Financial Regulations of the Federal Government of Nigeria, the Public Procurement Act, and other applicable fiscal instruments.
Through rigorous internal controls, timely financial reporting, and statutory audit cooperation, the Directorate upholds the highest standards of transparency and accountability in the management of NSSEC's finances.
To manage, control, and account for all financial resources of NSSEC in compliance with federal government financial regulations, ensuring prudent expenditure, timely reporting, and maintaining the fiscal integrity necessary for effective delivery of the Commission's mandate.

Budget Preparation & Management
Coordinates the preparation of NSSEC's annual budget, monitors budget performance, and ensures expenditure aligns with approved allocations and government priorities.
Revenue Collection & Management
Manages all internally generated revenue streams, ensures prompt remittance to the Consolidated Revenue Fund where applicable, and maintains accurate revenue records.
Expenditure Control
Applies pre-payment verification and expenditure controls to ensure all disbursements are authorised, properly documented, and within approved budget limits.
Financial Reporting & Accounting
Prepares periodic financial statements, management accounts, and statutory reports in compliance with the International Public Sector Accounting Standards (IPSAS) and federal requirements.
Payroll Processing
Processes staff salaries, allowances, and statutory deductions through the IPPIS platform, ensuring accurate and timely payment of all personnel emoluments.
Internal Control & Audit Liaison
Maintains robust internal control systems and liaises with internal and external auditors, including the Office of the Auditor-General, to facilitate statutory audits and implement recommendations.
Cash & Bank Management
Manages NSSEC's bank accounts, coordinates bank reconciliations, and ensures the safekeeping and proper management of all cash and negotiable instruments.
Procurement Financial Oversight
Provides financial oversight and due diligence support for all procurement activities, ensuring compliance with the Public Procurement Act and value-for-money principles.
Programmes & Initiatives
Treasury Single Account Compliance Programme
A structured programme ensuring full compliance with the Federal Government's Treasury Single Account policy, including timely remittance and accurate reporting of all receipts.
IPSAS Implementation Initiative
An ongoing initiative transitioning NSSEC's financial reporting to the International Public Sector Accounting Standards, improving the transparency and comparability of financial statements.
Financial Literacy & Internal Controls Workshop
Periodic workshops for NSSEC budget holders and programme managers to strengthen understanding of financial regulations, internal controls, and responsible expenditure management.
