NSSEC Establishment Act

The National Senior Secondary Education Commission (NSSEC) was established by the NSSEC Act, 2021, passed by the National Assembly of the Federal Republic of Nigeria. The Act provides the legal framework for the regulation, development, and funding of senior secondary education across Nigeria.


Purpose of the Act

The NSSEC Establishment Act was enacted to:

  • Create a central regulatory body for senior secondary education in Nigeria
  • Ensure uniform standards and quality assurance across public and private senior secondary schools
  • Facilitate strategic planning, funding, and coordination of education policies and programs
  • Support states in establishing and strengthening State Senior Secondary Education Boards (SSSEBs)
  • Promote national development through skills acquisition, digital literacy, and global competitiveness

  1. Establishment and Functions of the Commission
    • NSSEC is mandated to regulate, coordinate, and support all aspects of senior secondary education
    • It is empowered to formulate and enforce Minimum Standards for infrastructure, teaching, and learning
    • The Commission also advises federal and state governments on education planning and financing
  2. Governing Board
    • The Act establishes a Governing Board composed of representatives from key education bodies, the private sector, and civil society
    • The Board oversees NSSEC’s operations, policy direction, and accountability
  3. Establishment of State Senior Secondary Education Boards (SSSEBs)
    • States are encouraged and supported to set up SSSEBs for localized policy implementation and coordination
    • SSSEBs act as the primary interface for NSSEC programs at the state level
  4. Funding Provisions
    • The Act provides for the creation of a Senior Secondary Education Fund
    • Funds are allocated for infrastructure development, teacher training, curriculum development, and innovation programs
    • NSSEC is authorized to mobilize resources through government appropriation, grants, donations, and partnerships
  5. Monitoring, Evaluation, and Accountability
    • NSSEC is tasked with monitoring implementation at the federal and state levels
    • The Act mandates performance audits, data collection, and reporting for transparency and impact measurement
