Reform Coordination and Service Improvement Unit – NSSEC

Introduction
The Reform Unit of the National Senior Secondary Education Commission (NSSEC) is responsible for driving service efficiency and transparency within the Commission. The unit comprises SERVICOM and the Anti-Corruption and Transparency Unit (ACTU), both of which play critical roles in ensuring good governance, service delivery, and accountability.
SERVICOM, established in 2004 as a Federal Government initiative, focuses on promoting effective and efficient service delivery within government institutions, ensuring customer satisfaction. It acts as a watchdog, supporting management in achieving its vision.
The Anti-Corruption and Transparency Unit (ACTU) was created by the Independent Corrupt Practices and Other Related Offences Commission (ICPC) to prevent and combat corruption, particularly within public institutions.

Structure and Mandate
The unit is responsible for driving reforms, innovation, and service improvements within NSSEC. It aligns its activities with policies set by Bureau of Public Service Reforms (BPSR), Office of the Head of Civil Service of the Federation (OHCSF), and other government agencies.
Core Responsibilities:
Identify process and service gaps within the Commission and develop solutions in collaboration with BPSR and OHCSF.
Monitor and report on reform initiatives and their impact.
Oversee SERVICOM initiatives and troubleshoot service failures.
Research and implement best practices to improve service delivery.
Engage with departments and management to refine processes and improve efficiency.
Develop continuous service improvement tools for sustainable progress.
Assist NSSEC leadership in aligning service standards with national objectives.

Functions of the Reform Unit
The Reform Coordination and Service Improvement Unit plays a pivotal role in ensuring the efficiency and effectiveness of NSSEC’s operations. Its functions include:
1. Enhancing Service Delivery:
Investigating, inspecting, and studying the Commission’s operational structure and management practices.
Advising the Executive Secretary on institutional reforms.
Conducting management audits across all departments.
Ensuring performance targets are Specific, Measurable, Achievable, Realistic, and Time-bound (SMART).
Monitoring and evaluating performance to ensure adherence to set targets.
Preparing annual reports on efficiency and productivity.
2. Anti-Corruption and Transparency Oversight:
Investigating reports of conspiracy, attempts, or actual acts of corruption.
Examining institutional practices that may facilitate fraud and recommending corrective measures.
Educating the public on bribery, corruption, and transparency.
Advising State Senior Secondary Education Boards (SSSEBs) and school heads on best practices to prevent corruption.

Monitoring and coordinating front desk activities for better efficiency.
Introducing a visitor’s log to track in-and-out movement within NSSEC.
Establishing the SERVICOM Unit to promote service quality.
Producing roll-up banners and plaques to enhance awareness of reform policies.
Holding monthly SERVICOM meetings to assess service improvement strategies.
Developing NSSEC’s Service Charter to guide institutional operations.

Future Plans
To strengthen its impact, the Reform Unit aims to:
Establish SERVICOM/ACTU clubs in senior secondary schools to promote transparency.
Nominate SERVICOM/ACTU patrons in Unity Schools to oversee service delivery.
Conduct inspections in Unity Schools to evaluate teaching quality and transparency in examinations.
Organize workshops and seminars for ACTU patrons on corruption red flags and prevention strategies.
Set up a dedicated SERVICOM front desk for NSSEC.
Develop and formalize the NSSEC Service Charter.
Inaugurate the Anti-Corruption and Transparency Unit (ACTU) in NSSEC.
Represent NSSEC in global SERVICOM meetings and collaborate with MDAs.
