IDENTIFIED CHALLENGES AND AREAS REQUIRING ENHANCEMENT
The Commission is battling with numerous challenges. Some of these challenges are as follows:
Inadequate Funding:
Compared with other sister educational Commissions, NSSEC is relatively new and require adequate funding to carry out its mandates. For instance, there is the need for adequate funding in order to implement the followings:
i. The need for a comprehensive needs assessment exercise of senior secondary schools in all the states of the country.
ii. Although the Commission developed data collection instruments and embarked on data collection exercise in states’ senior secondary schools nationwide, there is the need to embark on this exercise comprehensively on a continuous basis in order to establish a credible senior secondary education data bank.
iii. The need to develop instructional materials for Senior Secondary Education in Nigeria.
iv. The need for publication of important documents such as Minimum Standards, Strategic Plan, National Policy on Senior Secondary education, etc.
v. The need for the capacity building of teachers and non-teaching staff in the Senior Secondary Schools across the country on a regular basis.
vi. The need for continuous meetings with stakeholders.
vii. The need for provision of infrastructures and facilities in senior secondary schools across the country.
viii. By the 2023 act establishing the Commission, this agency is expected to receive at least 2% of CRF, however the Commission is yet to access the fund.
Inadequate office accommodation:
The commission operates from the headquarters located at Maitama and Utako offices. The office space available to the Commission is grossly inadequate. The Utako office belong to FCT and given to the Commission for temporary use.
WAY FORWARD
The followings are considered as the way forward to the identified challenges:
i. There is the need for additional office accommodation for the Commission;
ii. There is the need for the Commission to be represented in the Boards of relevant agencies such as JAMB, WAEC, NECO, NABTEB. We are appealing to this Honourable Committee to take this up with the Government; In line with our mandates, the Commission would continue to implement its Short, Medium and Long term action plans religiously for the revitalization of Senior Secondary Education.
iii. There is the need for adequate funding of the Commission for it to fulfil its mandates fully. It is expected the government will release at least 2% of the CRF to enable the agency intervene in Senior Secondary Schools across the country.
