School-Based Management Committee (SBMC)

The School-Based Management Committee (SBMC) is a vital structure established to promote inclusive, transparent, and community-driven governance in senior secondary schools across Nigeria. Under the supervision of the National Senior Secondary Education Commission (NSSEC), SBMCs serve as grassroots mechanisms to strengthen accountability, enhance learning outcomes, and ensure schools are responsive to the needs of their local communities.


Purpose of the SBMC

  • To promote community participation in school development and decision-making
  • To improve accountability and transparency in school governance
  • To serve as a bridge between the school, parents, community leaders, and government authorities
  • To support the implementation of NSSEC policies and programs at the school level

Composition of the SBMC

SBMCs are composed of diverse stakeholders to ensure broad representation, including:

  • School principal (secretary)
  • Teachers’ representative
  • Students’ representative
  • Parents/guardians (PTA representative)
  • Traditional/community leader
  • Local government education officer
  • Civil society or faith-based organization representative
  • Women and youth group representatives

Note: SBMCs should reflect gender balance and the inclusion of marginalized groups.


Key Responsibilities

  • Develop and monitor the implementation of the School Development Plan (SDP)
  • Mobilize local resources and support for school improvement projects
  • Oversee school infrastructure maintenance and ensure a safe learning environment
  • Promote student welfare, attendance, and retention
  • Monitor teacher performance and encourage professional development
  • Engage in advocacy for school funding, policy support, and community sensitization
  • Facilitate the Safe School Program and school farming initiatives where applicable

Training and Support

NSSEC, in collaboration with State Education Boards and development partners, provides:

  • Orientation and capacity-building for SBMC members
  • Guidelines and toolkits for effective school management
  • Monitoring and mentoring visits to support functionality
