The key features of the ACT include:

1. Establishment of the NSSEC, Functions and Powers of the Commission, Staff of the Commission. 
2. Establishment of National Senior Secondary Education Fund. 
3. Establishment and composition of State Senior Secondary Education Boards (SSSEB).
4. Functions and Powers of State Senior Secondary Education Board, Financial provision of the Commission. 
5. Governing Board of the Commission.
6. Secretary and other Staff of the Education Board, Education Board to establish separate account.
7. States are required to setup States Senior Secondary Education Board and to open Senior Secondary Education Fund Account in order to access the NSSEC intervention fund.
